Actually, I think this could work for her. There is precedent with the tobacco settlement. The GOPe Congress would not stop it, and there would be a whole lot of money that could be made available not just for victims, but also for government funding.

Actually most victims get nothing or very little if government is involved with a lawsuit. Governments get their cut first and victims get a coupon to KMart.
