Yes, I know what you're talking about. I remember those stories very well, I remember how they were put out on the MSM networks. We were propagandized, no question about it. Here is a Wikipedia page that covers some of that episode.
That campaign of propaganda was produced by PR firm Hill and Knowlton, which was being paid by the government of Kuwait.
Still, it is well known that people in those countries will use ambulances to move people and weapons in a war zone. They've done it before. They don't respect the rules and conventions of western civilization, and there is a reason for that: they believe that everything about western civilization is corrupt, including our rules of warfare.
If the Russians believe that a bad guy is in an ambulance, I would expect them to have no compunctions about blowing it to Kingdom Come. After all, they blew KAL 007 out of the air after following it for many minutes.
