His Exalted Majesty King Fubo will always find a way to combine a political trip with a "people's business" trip. That way, he can dump the majority of the cost onto the taxpayer, and the party gets a free ride.

The answer probably lies within your comment.

A politician's travel expenses for a fundraiser are normally footed by the people raising the funds.

If he's going to Oregon on official business (like attending funerals and such) then the taxpayer foots the travel bill.

This way, he saves the fundraiser a lot of money, I'd wager a million or more, because AF1, his security entourage, lodging bills, etc are picked up by the US Govt instead of the fundraiser.
