For that matter, LAWS have not stopped anyone from crashing our borders and making themselves at home here.... illegally.

More laws have not stopped anyone who wants illegal drugs from getting them. Exactly. The fundamental problem with trying to legislate safety from criminal acts is that criminals by definition break laws. Ergo no law will keep you "safe" from a criminal. That isn't rocket science.
