Avionics are vastly improved over WWII systems. Even Russky ones. Nav systems likewise. What happens to the bomb once dropped hasn’t changed any, but the ability to ID a target through sensors has. By knowing where you are (for real, not just in Syria) and knowing where the target is, there’s no reason to think the Sovs can’t bomb within 40 meters of a target from their planes designed as attack planes. To enhance effects, you either use bigger bombs or more of them.
Based on a few months ago, the Syrians should be pleased, the Russkys will be better than ‘barrel’ bombs were.
Seems to me that they are hitting targets.
Perhaps, the use of a few dumb bombs will make it painful enough to stop the fighting.
I like that we can take out a single building in a neighborhood. That’s cool and it saves “innocent” lives.
But, in the world we are fighting, winning hearts and minds comes at the end of a gun. The more damage we can inflict—in the least amount of time will force an end to the dispute.

Calling what the Russians doing “dumb bombs” is a bit strong. This is more like “slightly slow bombing” vs. smart bombing.
They are coming in medium altitude, with modern radar and laser guidance. Once released, yes, the bomb can’t course correct, but if the target isn’t moving and the wind isn’t terrible, you will hit (or come close enough) to a large target.

If our _resident was doing it, the ROEs would be so strict that we could not even use the smartest bombs in the arsenal.

Whereas we would use multimillion dollar laser guided bombs to make surgical strikes, when the plain truth is pretty much everyone on the ground in the M.E. wants to slit our throats, rape little boys, and fly airliners into skyscrapers... and ought to be saturation bombed to smithereens.

Think: Dresden, Tokyo, Hiroshima, Nagasaki. Killing soldiers is one thing, but when you level the town, people quit fighting.
So... how long before they bomb the hell out of Damascus?
