Also, I doubt their rules of engagement are the same as ours. For some reason I don’t think that Putin is trying to win “the hearts and minds” of the terrorists that he’s fighting.

Putin was ruthless in dealing with the terrorists in the Beslan massacre.
Some claim as many as 80 % of the deaths in the school were actually caused by the tactics and weapons used by the Russian military in taking the school...
