Title is confusing... I know what a “trooper (DPS)” is, and I know what a soldier is... does the writer know?

It makes sense from the point of view that the liability insurance rates for establishments that permit open carry are higher than those establishments that don’t 9bottom line it makes a difference on whether your business is solvent or not) . Also your rights are not permission to violate the rights of others ie your right to bear arms does not give you the right to violate the property rights of another.

Interesting clip... from OP’s article:

However, on this particular incident, two facts have not been reported accurately that facilitated the situation with Mr. Welch. First, he was an active participant in a fight on the premises several weeks prior to September 27th. He was restrained and taken off the premises by off-duty police officers that were eating in the restaurant at the time.
