You think that using tactical nukes in that theater of operations can be contained and will not be expanded into other regions?
If tactical nukes were authorized and used against any Russian target, you can rest assured they will respond in kind. You might think they would turn tail and slink away, but unless Putin is an abject coward, that won't happen. Even if Putin backed down after a humiliating tactical nuke defeat, you can bet he would be disposed of within 24 hours and the resulting Russian nationalism would demand an equivalent or greater retaliation against U.S. forces.
At that point, all bets are off.

We still have more forces than Russia here, and retaliation would be immediate and exponential. Obama has led us to the very brink of WWIII. His foreign policy blunders makes Jimmy Carter look like a savant in retrospect.
