I’d say both Bush and Trump fear her the most. We don’t have any Bush supporters on FR, but we have a steady stream of anti-Fiorina articles as she does better in the polls, which I assume represent the efforts of the Trump campaign.
Rubio is actually doing better than she is in the polls, so theoretically they should be attacking Rubio, but she’s probably more conservative fiscally and is considered more of a threat because she’s extremely well-spoken and appears to have the maturity to be president (Rubio looks young).
The thing about FioRINO is that she has zero grassroots support and her campaign fundraising shows it.
So her only hope is to steal SuperPac money from Jeb because normal people won’t donate to her campaign and that’s what she’s been trying to do for the past couple of weeks.

I strongly doubt Trump or anyone else but Jeb fears her. There’s just way too much dirt on her, and it’s even nicely prepackaged by her former political opponents.
