because the special people themselves (even kids) can’t monitor their own habits or lifestyles.

To be fair, it's hard for the untrained eye to "monitor" the presence of, e.g., pork products which might be "lurking" in a stew.

But rather than requiring the Muslims and Jews to wear a distinctive marking, they should instead simply mark those foods containing pork products.

Actually, that is exactly what Jews and Muslims who are concerned about such things look for, and would not dream of leaving their respective observances of Kashrut/Halal in the care of a lunch lady. This measure is as unnecessary as it is offensive.
