This is Germany; where do you think [a good chunk of] that EU money comes from?
As I understand it the EU is not elected by the people. If the EU is not elected then they are a government that does not answer to the people but thinks that it has the right to take the European peoples’ money and then use it like a carrot or stick to force them to do what the EU wants.
