These mayors (at least in most of the cities mentioned) know in their heart of hearts that their “citizens” are useless parasites that keep business and taxpayers away; they want to replace them with what might be a more productive (read: taxable) population - or at least stabilize the remaining populations they have.
Newark NJ’s population has never recovered to the pre-riot level of fifty years ago; think about that.
