Since whites refuse to re-colonize the urban areas, and even Hispanics leave within a generation or two as they assimilate, they are trying to traffick a more motivated (and in the future, taxpaying) class of people to pay the bills. Many urban areas with large Hispanic populations only have them because of a constant flow of new arrivals.
