There’s a term for what they do....can’t recall it right now....involves planting people in various corners and playing off one another in meetings....
I believe that you’re referring to the Delphi Technique. This appears to be a bit different in that there’s just one plant rather than multiple people involved. (Perhaps there are others present who work on the other attendees though.)
