Why don’t more Europeans know about it? When was it approved?

Because the powers-that-be don’t advertise it, ie. they don’t want more people to know. If you’re curious and you read though, you can find out about them.

But Brussels no that most people can’t be bothered or don’t care finding out about anything, they feel safe knowing that so many citizens are so ignorant or the really important things.

“When was it approved?”

1998. In typical Brussels fashion they then set about adding things to the original documents that weren’t there when it was approved, Brussels does this with everything....the subsequent stuff isn’t debated or voted on, just faceless suits think up more things to add.

Europol will deny that they have that stuff in Article 5, paragraph 2 of the EU Council Act, but it’s there.
