I would not say 'make Ben Carson' the health guru. They're in the middle of a race. It will require Carson to reject that idea. I would say 'appoint one of America's greatest medical minds', etc. I would not say 'investigate Obama'. Remember that America elected this guy twice. I would again keep it general: 'investigate past corruption in any of our agencies' by appointing special prosecutors. Reality is that we're never going to a single, flat tax rate. Reagan had 3 rates. In 2011, Trump proposed a 4 rate system: 1%, 5%, 10%, 20%, iirc. That was based on something like these incomes: <50,000, >50000<150,000, >150,000<1,000,000, and finally, >1,000,000. It is a graduated scale, but it is less than folks are paying now, even at the upper end. I think Trump had rolled payroll taxes into his percentages. I'm not sure of that.

Yep—even so-called flat-rate proponents generally have multiple rates by having a personal exemption and then maintaining welfare/EITC or other benefits that alter the effective rate.
