My question would be....if you require the $40,000...who exactly gets the money? The state or the state republican party?

It goes to pay for the Repub Primaries, in SC it's the parties that pay for the primaries

Seems like you could just invent a $5 tax that folks would pay at the front-door....if you wanted to vote in the primary.
