When childless people use drugs, is there a victim? I can't see any. If there is a victim, is there also a victim when childless people use the drug alcohol - and what should be the public policy conclusion from that? Mind-altering drugs (legal/illegal) always have victims, all you have to do is read the news to see for yourself.
I'm not sure what you mean here by "always" ... every time any person consumes an alcoholic beverage, that act has a victim? I definitely haven't seen that in the news.
