It's simple. His handlers planned to run Yeb as the pro-Hispanic candidate in line with the theory that the GOP lost due to lack of minority hispanic voters. Then Trump shows up and blows a hole in that strategy. Bush's handlers did some focus group polling and it showed they needed to echo Trump - at least for the primaries.
It shows Yeb is just an empty suit. He stands for what his handlers tell him to stand for.
