As Lambslave said, the officer was shot twice in the midsection. One shot impacted on body armor, so only one (presumably the second) went in. On top of that, a gutshot takes longer to kill you. If, as others suggest, this was a bid to secure an insurance payout for the officer’s family, then the body armor shot could have been added for verisimilitude.

Amazing we have some people that feel this was a suicide for insurance,. Too much TV/movies.
Suicide clauses usually drop after the first year, most, in fact.
So, he shoot myself twice, once on purpose into the body armor and the second shot to the gut—very painful and not at all certain he will die, and takes a long time in agony, unlike a shot to the head — quick, clean and fast.
He was killed.
Not a suicide.
