I don't watch or read those narco novelas, but I could see it used in that context. The "ito" would diminish the person they are going to torture.

In that context, and in most usages, it doesn't mean "poor" as in "little guy without money", although I suppose it could. It means "poor" as in object of sympathy, e.g., "poor Joe, he lost his job today".

I admire those who are fully bilingual or multilingual. I am neither. I have a second graders grasp of Spanish. But the way Jeb is using his skills seems to be for the purpose of concealing his true thoughts. Jeb is pushing it to a level of a passive aggressive Jekyll and Hyde mode.
That doesn’t show much self confidence in either language.
