That’s an excellent idea. We can still take the cream of the crop and make them Americans, but not so readily on the backs of those who were here first.

Can we get Trump or Sessions to take note?

One other nice feature: By paying foreigners who companies think are really worth an extra 20%, the extra 20%, no one can accuse the proponent of the plan of hating non-American workers...!

BTW, it might also make sense to include some carrot / stick provisions to encourage such workers to become citizens.
