Can California really cut gasoline use by 50 percent?

For 50 years, California has led the nation in passing environmental standards to protect its beaches, restore wildlife and reduce smog.

But as the final days of this year's legislative session in Sacramento loom, a controversial bill that would require the state to reduce petroleum use by motor vehicles at least 50 percent by 2030 is causing people in the Capitol and around the state to ask: "Is that even possible?"

Yet lost in the debate are two key facts:

The state will get halfway to that goal even if it does nothing. That's because of federal rules put into place in 2009 by President Barack Obama to double the gas mileage standards for new U.S. vehicles to 54.5 miles per gallon by 2025.

Second, the rest of the difference can be made up simply by enforcing -- and in some cases strengthening -- existing laws passed over the last 15 years to boost electric cars, promote mass transit and reduce the amount of carbon in fuels, according to experts who have done the math.

Natural gas and propane are fossil fuels.

Compressed air gets compressed by using electricity generated by fossil fuels in California, since California has no nuclear plants.

And then where will the money come from to pay for road and bridge maintenance?

So 1/2 the gasoline used = double the price

Of course we can do it. We’ve done it before. In 1990, a ZEV regulation was written that required that two percent of vehicles for sale in California in 1998 and ten percent of vehicles for sale in California in 2003 be zero emission vehicles, such as hydrogen fuel cell and battery electric vehicles.

Just look how well that worked. Legislature and regulators waved their magic wands and, PRESTO!, instant boom of ZEVs.

This is insanity. All because of the absurd belief, with NO evidence, that 0.04 percent CO2 in the atmosphere is going to turn us unto Venus. Is this a trick question? California can do it with ease. They just have to destroy the ability of Californians to buy gasoline. There are a bazillion ways to do that.

The outcome won't be happy. It can be done.

I'm pulling for them. It will reduce demand and make it marginally cheaper for me to drive.

California is a Lefthand-Righthand state. The left hand kills all attempts to build a new power station, but the right hand bitches when CA is faced with rolling brown outs because they've outstripped power supplies. The left hand hugs trees and promotes electric cars, but the right hand representatives of CA tell Tesla they can't sell their cars directly to consumers. The left hand has succeeded in passing laws that end up requiring refineries to produce 32 different grades of distillate fuels in the state, while the right hand bitches about high gas prices.

Clearly a cake-and-eat-it-too situation in CA.
