Responding to what she called a quiet epidemic of heroin and prescription opiate abuse, Democratic presidential front-runner Hillary Rodham Clinton proposed a $10 billion plan Wednesday to treat addicts and curb incarceration for nonviolent drug offenses.
The program, much of which would be funded by the federal government, would also help get a life-saving rescue drug into the hands of more emergency responders to improve the odds for overdose victims.
The plan, announced in an op-ed in the Manchester, N.H., Union Leader newspaper, grew out of months of discussion of national drug addiction at Clinton campaign events in New Hampshire, Iowa and elsewhere. The topic comes up nearly every time Clinton engages voters in public, and she has made the scourge of drug addiction a part of her stump speech.

As the offspring of a mother who LOVED prescription drugs up to her dying day, I can sadly say that once the love of it is there, you likely will never cure them. At best you distract them from it. Some decide the consequences are not worth it. Most zone out through the consequences and don’t really see themselves as they really are. I should have videotaped my mother and made her watch it. Knowing her, she would have used that as an emotional excuse to take more. I don’t get it. But it is what it is.
An ounce of prevention is worth a pound of cure. But that does not fit the worldview of those who want to legalize all drugs.
Hmm ... what are the odds?

HANOVER, N.H. They think Donald Trumps ideas are disgusting. They think he is making a mockery of the American political system and that even he doesnt take his own candidacy seriously. And that is exactly why they say they plan to vote for him.
Meet Trumps protest voters.
People who in the past might have gone to the polls only to register their disdain for politicians by writing in Mickey Mouse or perhaps even Donald Trump now have a Republican frontrunner to rally around.
Like many sincere Trump supporters, they believe the system is totally screwed up. But instead of viewing Trump as the solution, they view him as the embodiment of the problem. And they say theyre prepared to vote for him to prove it.
This is the candidate America deserves, said Jeff DeFlavio, 29, a small business owner registered as an independent in the nearby town of Lebanon. He said he plans to vote for Trump in the primary, but adds, His immigration policy is disgusting to me. Its absolutely revolting I really dont want him to become president ever. Ever. He would destroy the world, which is whats so wonderful about him.

New clinic for addicts planned in Rutland

Hoping to provide a cost-effective and convenient treatment alternative for Vermonters battling opiate addictions, a Massachusetts man is opening a clinic on Baxter Street in Rutland.
The clinic isnt the only one Jeff DeFlavio is opening. It is part of a business model he said is expanding far faster than he anticipated when he opened the first Recover Together clinic in Claremont, N.H., in March.
Since then, DeFlavio opened a clinic in Lebanon, N.H., and is opening three more one in Keene, N.H., another in downtown Barre and another within walking distance of the courthouse in Rutland.

FR: Never Accept the Premise of Your Opponents Argument
Since the states have never delegated to the feds, expressly via the Constitution, the specific power to tax and spend for treating drug addiction, Clinton would first need to do the following regarding her drug addiction plan. Clinton would need to work with state and federal lawmakers to propose a drug addiction amendment to the Constitution to the states. And if the states choose to ratify Clintons amendment then Congress would have the specific constitutional authority that it needs to tax and spend for treating drug addiction and Clinton would be a hero.
Those that want to quite, do.
Those that don't wat to quite go to rehab to keep their support (enablement) network.
