So what was held over the heads of the Congress to change the law from being two thirds to pass instead of two thirds to prevent?

the GOPE wanted to ensure it passed and did not want the constitutional protections to hinder their personal power.

Question should be asked over and over again until the answer is revealed.

Why would a Republican-controlled Senate give up some of its constitutional power to this out-of-control president?
