More importantly he had the GOPe in his camp to pass Cochran Bill which made all this possible. The GOP was in on this from the get go or the Cochran Bill would have never came to the floor.
The Speaker could even now demand that this bill is in fact a Treaty and treat it accordingly, Mitch could do some of Harry's moves to derail this and would if it was what he wanted. Let's face up to it, the GOP have abandoned any semblance of Republicanism/Conservatism.
