The author’s talking about the quality of the liberalism, not the quantity of it.

That depends on how you define liberalism.

To a old liberal (pre-1960) the liberals of today would be considered commie anarchists.

The article is discussing classical liberalism and not the modern perversion and hijacking of the term.
