The NBPs are “casuals”, but the police are full time and relentless. They also know where the NBPs live, can monitor their communications, and if any of them are dumb enough to have a cell phone, the cops can get their GPS location 24/7.
Worst of all, they are reliant on the police following the rules, while they, the NBPs, can cheat. But if they “go to the mattresses”, the NBP are going to go down hard.
