tables seat a certain number comfortably, and smaller chairs won’t change that.

I organize events regularly. My experience is that chair size can indeed affect the number who can be seated comfortably at a table. If the larger chairs have arms or have a wide footprint for other reasons, that could easily make the difference between seating 6 or 8 at a long table.

Turning 200 into 320 means turning a table for eight into a table for twelve. Give it a try.

I should add that this is so deep in the weeds, we might be talking about a candidate for low-level management. The kind where you’re asked in the initial interview to “describe a situation you encountered where you had to solve a problem: what resources did you use, and what was the outcome?”
He’s running for POTUS and talking about ballroom seating.
