After the mess in New Orleans with Katrina no governor or mayor will be caught without having pre-warned everyone to use their common sense.

Yep. It’s all about politics and hysteria. There’s no need to declare a state of emergency for every county in the state for a rain storm that’s still days away. Areas that are vulnerable to flooding should make preparations and keep an eye on flood watches and warnings from the weather service like they’ve always done. If flooding does come then declare a state of emergency for those counties affected.
