Even if he is elected, he will still have the same problem other presidents have. Most government employees can’t be fired because of Civil Service laws, and the government cannot pay top people the kinds of salaries that private industry can. Thus, hard to get the best people for specific jobs like Trump and the skating rink, unless they plan to use the government job as a springboard to a high paid private job, and thus tend to work for the guys who will probably hire them rather than “we the People.”
Just my opinion. He has been preparing to run since 2011, he has a multitude of friends and/or acquaintences who share his opinion of the state of the country and will help as asked although they have no desire to work for the government, a government job would be a step down for them.
I think he has ton of information on high placed politicians and government workers that he can use for leverage. He has a team of extremely qualified lawyers who can use any deviation of signed employment contracts to nullify said contracts and fire people.
Mostly, I think he can make Washington a very uncomfortable place to be if you aren’t with the program. Of course, I could be dreaming :)
