I, for one, (still) see no need to hire, say, road-side crews (mowing, clean-up) when we have so many incarcerated and/or on the public teet.
It is an extra insult, after being robbed to support the leeches (I could have swore I read about a 5th...something or the other), we don’t demand ‘free labor’ for the $$.
Yes, at least require cleaning up the public spaces or something to get that free money!
