2.2 Billion was an unconstrained budget projection by all the departments. By definition it included ZERO revenue growth. We had a projected budget process and the legislature passed, per the Constitution, a BALANCED budget. The borrowing in that budget the smallest in DECADES.

You know many states don’t even do a budget forecast in this manner? It just leads to crackpot accusations like this.

In the last budget (which began with an EVEN LARGER FORECAST DEFICITI) Walker reduced debt, gave a massive TAX CUT and still ended with a surplus.
