I’m sure ole Bill wasn’t just playing golf with Odumbo for the fun of it. He was negotiating the price of a couple of pardons in the near future.

I'm no lawyer, but I don't think it's possible to grant a conditional legal equivalent of "prior restraint."

If Cankles and the First Rapist are not indicted or impeached and found guilty before Omugabe's term of office is over, no pardon can be granted.
