The sentence had two parts
1) ...George Will’s wife works as a consultant for Governor Walker

and

2)Rove, who has a long history of working for the Bush family, is obviously for Jeb Bush.

That’s very clear in stating:
1. She works for BOTH Walker & Rove.
2. She supports BOTH Walker & Rove.

Obviously, your Walker kool aid drinking has caused you to misread basic text.
