It would seem like Russian officers would be the most logical if the language barrier can be surmounted.
This sub will give the Moroccan frigates a vessel to practice ASW against.
Be vewy vewy quiet.
While it is debatable why Morocco would need (more like 'want') a submarine, it is not true that one sub is kind of like buying one fighter jet. A single submarine can cause more chaos than an entire squadron of fighter jets could ever dream of.
Case in point, the experience the British Navy had against a single Argentinian submarine (the San Luis). The British navy used up a lot of resources to get that submarine, including two aircraft carriers and their anti-submarine helicopters, a nuclear submarine (and Brit submariners are among the best in the world), and several frigates. They launched over 50 torpedos (which led to the US having to resupply the RN). They had their dipping sonars pinging constantly.
All to no avail.
That lone submarine tied up a lot of RN resources, and even led to deaths (when the Brits couldn't risk rescuing two downed helicopters due to the risk of the sub being out there). Fortunately the submarine did not (directly) lead to more loss of life since its torpedo system was having problems, but it did launch against two British frigates.
That was an old pure diesel-electric submarine. A modern AIP diesel electric would, in the right hands, be a veritable nightmare.
The good news is that I doubt those hands are Moroccan.
