And one of the reasons is apparently many of the e-mail addresses and the identities of people that were registered on that website are from Washington and work in government... Why would you go to the Internet to register for the chance? Of all the places, when you know that there are hacks.

Well I don't know but I'd guess it's because by and large, these are some of the stupidest people on the face of the planet.

Same reason that I kept getting Nigerian scam emails for 15 years. There were enough people out there who were stupid enough to keep falling for it.
