East Providence Puts Perfect Puppy Out Of Business -- Must It Pay?

In an ideal world, the law would shield people from aggression by others, allowing them to peacefully use their lives, liberties, and property as they desire.

In our actual world, however, many people cannot resist the urge to turn the law into a sword – into a weapon they can use against anyone who doesn’t live or act in “the right” way.

Examples of such legal plunder and coercive busybodyism pop up constantly. Here’s one that recently came to my attention.

The Perfect Puppy is a family owned business in Rhode Island. It sells healthy, well cared-for puppies. Pet stores in Rhode Island are subject to health and safety regulation by the state, and Perfect Puppy has never been fined or cited for any violation.

The owners wanted to open a new store in East Providence. In April 2014, the owners applied to the state for a license for a new store, which was issued on May 21. They also executed a one-year lease for the necessary retail space – 2800 square feet at 1235 Wampanoag Trail in East Providence.

It looked as though Perfect Puppy was good to go, but on May 20, the day before the State issued its license, the East Providence City Council introduced an ordinance which banned the sale of dogs or cats by any pet store or other kind of retail business. The ordinance was approved in the City Council’s June 3 meeting.

There might be cause for partial compensation to the pet store people, but I’ve seen enough horror stories about puppy mills to get where the town council is coming from.

I would say Rhode Island sucks. But honestly... Is there ANY place left in the USA that allows for a retail store to sell puppies?

What? They ain’t got Craigslist in Rhode Island?

RI is a cesspool, I know, lived there for over 30 years. Got smart and moved south. RI is a GREAT place for a vacation, I highly recommend it, but, don’t EVER live there. Unless of course you are related to someone in government, then you’re set for life.

Completely agree. The Puppy Mills which supply these “stores” are essentially Torture Mills. And if you don’t give a crap about that, then how bout the consumer who pays a tidy sum for sick animals. Call me what you will, but this is one Government intrusion I can live with. Especially when it is implemented on a local level, in accordance with the values of the local residents.

WOW, nothing like painting with a broad brush....covers everything!!!!So you say that there are no legitimate animal breeders ??????

There are millions of people who love animals and who properly breed, raise, train, and offer for sale, animals of the highest quality. For the government to ever interfere with their livelihood is totally out of line.

Government should solve existing problems, not invent problems to solve.

I had a few employees there and had to go there often.

It’s nice, but G-Tech did not like the company I worked for so my employees always had some sort of issues with the government.

Never said there were “no legitimate animal breeders”. I did imply that typical retail stores that sell dogs tend to get supplied by less than stellar breeders. Am I wrong about that? Are the best breeders generally selling to strip mall pet stores? I am no expert and stand ready to be corrected by someone more knowledgeable than me.
