The companies involved will need to look long and hard at requirements to make sure the cost is worth the effort and affect.

Yep, taking the incentive away from CoC and IT businesses.

He’s also stated that HIB’S need to be high quality people...rather then the flow of IT low earners as has been done. Cruz spoke of this as well...he wants to increase the HIB”S for high end workers as well.
