There has been no announcement that Ohio’s marriage law has been rewritten and set in place by the legislature. As p-Marlowe has said, following the law means following the law that’s on the books or at least waiting until a new one is on the books. I think this judge can safely assert that he’s waiting for the new law.

This seems to be getting awfully close to conflicting with Article 4, Paragraph 3 of the US Constitution.
When a government official performs their duty they are not acting in a personal capacity, they are acting for the government. If the government says gay marriages are legal then it's not a matter of the official's preference. This is just the way it is if gay marriage is going to be legal and judges are going to perform marriages. It isn't about the judge's beliefs.
The religious liberty aspect is only one part of this. I think folks are making a big mistake not saying so.
It is physically impossible for a man and a man, or a woman or a woman, to be married. This is a simple, self-evident, natural fact.
Therefore these judges and clerks are being coerced into putting their signature on fraudulent documents.
