Yup. They are supposed to be marked top/bottom with portion marking interior to the document. They are marked with the classifying entity, declassification date and derivations if applicable. The real thing is obvious as the nose on your face. I wrote some specialized code for PostScript printers in 1991 to scale docs and apply the top/bottom marks in place of purchasing pre-printed paper with the classification marking on it. The projects on my floor just retired that code last year as the "enscript" utility provided a general replacement.
We have to get annual refresher training on proper procedures. I don't mind as the breadth of the training covers items that I encounter rarely during the year. I didn't recognize the TK and SI caveats on Hillary's stuff. We have different ones. Mishandling the material is just inexcusable...and subject to prosecution.
