As to But Obama is not an anti-Semite and it seems he doesn’t even really want to use anti-Jewish dog whistles..., he's clearly comfortable embracing classic European antisemitic canards of disloyalty and octopus like control of political systems. And expressing them from a position of great power.
If he were not the POTUS, and this was just some guy in an earlier Administration, he would be asked to apologize or step down.
