That is not what the Constitution says. The “Natural Law” observed by Britain at the time the Constitution was written recognized British subjects born on foreign soil as Natural born citizens. It is believed that this is what the framers relied on in writing the Constitution.
That was further reaffirmed by Congress in a statute in 2008 when this issue was raised about John McCain.
Scotus will decide. I hope you are right. It will be tested.
