Yes it is. Everybody has to be somewhere. Homelessness is a real thing. We can argue later about what causes it, but in the mean time there are human beings involved. I get it that you would like them to just go away. Where?

Well, if there aren’t any other accommodations available to them, then it effectively is. Man has a biological need to “loiter” somewhere about a third of each day. That’s not something we can just choose not to do.
