No need to arrest them. Do what they did in the 50s. Take them to the town/city limits and drop them off. Sleeping outside on the ground there is no different for someone than inside the city limits.
Or take them to the yard of a liberal and leave them there. Because liberals are the reason these people are homeless and should be FORCED to bear the burden of their maintenance.

Small problem with that, most of the area outside of town is better patrolled than the city. Richmond and surrounding Counties are a fine example, Roanoke too. The Counties do not tolerate homeless people and transport them to the nearest bus stop.
