I spent a great deal of time in Russia in the 90’s and they talked about this. For them it was inside the USSR. So they could not travel around Russia without applying for and getting permission.
This is really scary.
We already have a form of that here in Caliph-ornia.
You get stopped at the border and get stared at with dagger eyes by a jack-booted government thug demanding to know if you're bringing fruits or vegetables into the state.
And don't even think of making some off-handed remark about the number of fruits in Caliph-ornia. Unless you never want to be heard from again.
