The beauty of coal is that the stuff still in the ground isn't going anywhere.

If there's a massive spike in the cost of electricity (if not rationing due to scarcity) coinciding with a major drop in cold temperatures, you'll see a lot of people with electric heat systems rapidly switching to natural gas heat to stay warm. Those who can't switch to natural gas heat will drive a return to coal-fired stoves for heat.
