it is stirring resentment among some Democrats in the General Assembly, whose support Hogan would need if he wants to make changes that require the passage of new laws. As if this country needs more laws. If all he can do is stymie the plans in place or stop boondoggles (light rail - don't they already have one?) it would be a good thing.

The difference between the two is that the opposition party in Maryland’s legislature will most likely act against him when he needs their support down the road, unlike the opposition party in Washington, who never retaliate against Barry’s heavy-handed unilateral dictates. They always give him the votes he needs.
