For the moment, forget about who was on the plane.

The serious problem is that from the pictures, weather was not a factor.

Scattered clouds, good viz.

Apparently the aircraft was being tracked by radar, probably approach control at another airport since there is no mention of radio contact.

They reported abrupt changes in altitude, some up and some down and a final decent rate of 3,000 ft. per minute.

That is wild stuff that close to the ground.

Depending on that aircraft’s approach speed, 500 ft. per minute would be more reasonable.

Thus one would suspect something wrong with the aircraft flight controls.
