If the agencies are using Exchange (and I suspect they are), there is a mechanism for classifying emails built-in. Those classifications can then be used to prevent emails with classified information from being sent or forwarded outside of the organization.

You could bypass those checks by modifying the domain table and transport rules on the Exchange servers so that her servers were treated as part of the organization. This would have had to be done intentionally and with the knowledge that it would bypass those security checks.

Yep hard to believe that. All they would have had to do though was have Hillary’s official office gov server forward the message to her off site email. Could have been setup to do that automatically.
